Ikora was part of a group of survivors of the Doom that saw the destruction of their homeland as a sign that the Gods were punishing them and that it was righteous for Valyria to fall. Ikora's cult sought to destroy Valyrian knowledge where they could and wipe out Valyria from memory. They knew if they did their jobs well that they would be rewarded when they died.
But these actions did not make other survivors or those Valyrians that had settled elsewhere happy. When one library of knowledge was burned to the ground and several children died as a result, an angry group of Valyrians tracked down the heretics and ran them out, beating some to death in the streets as they fled, capturing others, torturing them horribly and leaving their ruined bodies as a warning that they would not be fucked with any more by the outcasts.
Ikora had managed to escape with a few others but she decided to go on her own path. She had felt empty and sad and a biting rage at all that had happened. When she had snuck inside the library to set the fire she had seen the children playing in a room. She watched them from the shadows then moved away and set the fire.
It is not right that the we are already forgetting that we have been punished, that we have been sentenced to die. We must walk through the darkness and make them remember. They were marked, they were guilty and had to live with the shame. They must know that they can not move on, they had to understand, that they must live with the guilt that the Gods had abandoned them.
